SIGN VARIANCE COMMITTEE
MINUTES FOR THE
MARCH 30, 2006 MEETING
The Sign Variance committee met on Thursday, March 30, 2006, at 5:30 P.M., in the Council Library of the Village of Evendale Municipal Building. Members Pat Finan, Fred Caston, Wayne Mosley, and Councilman Stiney Vonderhaar were present. Also present was Pam Morin, Building Department, Penny Richmond, representing Pizza Hut/Wing Street and Tom Dunn, representing Dunn & Titus P.S.C. Member Ted Mueller was absent.
The committee heard the following request:
Pizza Hut/Wing Street, 10765 Reading Road
Pizza Hut is moving from their current location at 10400 Reading Road to a space inside Sports Plus, 10765 Reading Road. Pizza Hut/Wing Street is a five year old business that has been established in the Columbus, Ohio area. The location in Sports Plus will be the first franchise in the Cincinnati area.
They have submitted plans for a ground sign along Reading Road and an awning sign on the front of the building. They are requesting the following four variances from Section 1262.11 of the Village of Evendale Zoning Code:
1. A second ground sign for the lot, code allows one per lot;
2. A 10 foot variance from the required 20 foot minimum set back for a ground sign;
3. A 2’ 1-5/16” variance from the required 8 foot maximum height of a ground sign;
4. A variance of 18 square feet in the allowable maximum area of the awning sign.
Penny Richmond explained that the issues that influenced their decision to request the ground sign was that the existing sign would be to busy to allow them the visibility they need to launch the new franchise and that the speed in which traffic travels along Reading Road is fast enough to warrant that larger sign. The proposed ground sign is in the same proportion to the neighboring Wendy’s sign in that they both are10 feet back from the right-of-way and approximately 10 feet in height.
The Sports Plus building is set back from Reading Road 500 feet and the building is 550 feet long. Considering these two factors, they feel that the 48 square foot awning sign was needed.
All adjoining property owners were notified of the meeting. No persons were present at the meeting to offer public comments.
After a short discussion Pat Finan made a motion to recommend to council to (1) deny the ground sign because of the precedence they would be setting for all the strip malls along Reading Road if they allowed the ground sign; and (2) to accept the awning sign because of the extreme depth and length of the building. The motion was seconded by Fred Caston. The motion passed with the vote of 4 – 0.
Wayne Mosley made a motion to accept the minutes of the December 13, 2005 as read. Stiney Vonderhaar seconded the motion. The motion passed with a vote of 4 – 0.
